Xbox 360 to have 20 launch titles

Famitsu Xbox reported recentlly that Microsoft is aiming for 20 titles for the Xbox 360's launch later this year. When called to confirm, a MS rep did state that they were looking to have 25-40 titles available during the launch period, which is apparently from November to the end of the year. Sure they may have 20 titles at launch, but how good could they be. Didn't the dev kits come out not too long ago?
